'When the project is complete, Mr. Piccolo indicated motorists will no longer be able to turn right from Paxton street onto Main North road, but instead be encouraged to turn left and use the roundabout to initiate a legal U-turn.'

So, if we are "encouraged to turn left" why say tha you will "no longer be able to turn right' , should be "must turn left" IMO. Many of us do not need encouragement not to turn left!!;-)
