The capital has been allocated for the replacements councillors...make the spend or lose it. Improving building efficiencies can be another project...in fact, get off your backsides and empower the community/young folk/schools for ideas... again, a few prehistoric councillors(not all of them) wouldn't think of anything modern and creative... they are not capable of it.
